Proposed administrative circle falls under wild life sanctuary: Orgs
ITANAGAR, Apr 25: In a major setback to the newly created Passa Valley administrative
circle, whose foundation stone is scheduled to be laid by Chief Minister Nabam Tuki
at Taja Happa(Rilloh) later this week, Sango Lamte Foundation(SLF) and All Papu Valley
Development Committee(APVDC) today claimed that proposed administrative circle falls
under the periphery of Pakke Wildlife Sanctuary. In a letter written to the Chief
Minister both organizations raised the issue while questioning how come the newly
created administrative circle get no objection certificate (NOC) from the wild life
sanctuary authority. SLF and APVDC further claimed that local MLA had turned down
the prospect of land possession certificates when local people of Papu Valley were

ITANAGAR, Apr 25: Abu Taling Welfare Society and All Lingdum Linko Youth Welfare Association have requested the state Govt to provide immediate relief to the victims of fire accidents which occurred at Lingdum Rana Complex and near DC office, Naharlagun on April 22.
Expressing resentment over the alleged negligence of the fire department in their duty, both the organizations said that fire service persons should always be ready to perform anywhere and any time for the safety of the people of the capital region.

Relief to fire victims sought
ITANAGAR, Apr 25: All Naharlagun Youth Welfare Association (ANYWA) appealed to the aurhoties to provide immediate relief to the fire victims of D Sector Naharlagun for their quick rehabilitation where 15 houses were gutted rendering 60 families homeless.
Blaming the fire department for the huge losses, the association claimed that the loss could have been minimum had the fire brigade arrived on time. It appealed to the state government to improve the fire service by inducting new vehicles to its fleet. The association also appealed to the Naharlagun Market Welfare Committee and well wishers to extend their all possible help to the victims.

APCYWA laments deprivation
ITANAGAR, Apr 25: All Phassang Circle Youth Welfare Association (APCYWA) alleged that Phassang circle has been deprived from all developmental activities.
While the chief minister during his recent visit to the constituency had announced huge fund for infrastructure development of Nyapin and Sangram circles, the chief minister did not announce a pie for Phassang circle, APCYWA lamented and held the local MLA responsible for the deprivation.
Whether the local MLA had submitted any memorandum to the CM seeking fund for Phassang circle? Was Phassang circle not part of the constituency? it questioned. The Phassang circle is not yet connected through road communication due to which people are still depend on headload carriage system, the association said and urged the local MLA to look into the matter seriously.
Alleging absenteeism by majority of government officers and officials, including medical staff, APCYWA urged the authority to pass necessary directives to those irregular officers and staff to remain stay in their posting places so that public do not suffer.

ITANAGAR, Apr 25: All Liromoba Youth Welfare Association highlighting the grievances of government higher secondary school Liromoba appealed to the concerned higher authorities to look into the deteriorating condition of the school immediately.
The association said that though the government has upgraded the school to higher secondary school few years back there are no facilities for higher classes and due to non posting of senior and sufficient teachers, courses have not been completed on time.

SIC disposes off case
ITANAGAR, Apr 25: Arunachal Pradesh Information Commission has disposed off the land dispute case between Charu Tatung (appellant) and PIO/IGP, office of the DGP, PHQ Ziro Electrical Division (respondent) with a direction to the latter to furnish correct and specific information/document to the complainant within a week.
Information Commissioner Toko Anil in an order said that the reply filed by the police department in response to the form ‘A’ of applicant from Sl. No. 2 to 4 are furnished which Commission found to be complete and comprehensive. However Sl. No.1 of form ‘A’ of application required to be rectified by furnishing correct and specific information to the complainant, it added.
Fire tender demanded
ITANAGAR, Apr 25: All Tagin Students’ Union (ATSU) demanded the Director of Fire Services to provide a new fire tender (vehicle) at Daporijo fire station along with two efficient drivers.
Presently, there is only one fire tender at Daporijo station. There has so far been no replacement to the vehicle which auctioned in 2010.
Daporijo being a fire prone district witnesses 200 to 250 houses burned every year. Recently, 3 children were reportedly burnt and properties worth crores of rupees lost in fire, ATSU claimed.

National Panchayat Day celebrated across Arunachal

ITANAGAR/ NEW DELHI, Apr 25: Along with the rest of the country, National Panchayat Day was celebrated in various parts of the state on April 24.
At New Delhi, addressing the inaugural function of the 3rd National Panchayati Raj Day celebration, Union Minister for Panchayati Raj, V Kishore Chandra Deo has called upon the states to devolve power to the PRIs and involve the people in the implementation of developmental schemes. He further urged the PRIs to maintain maximum transparency and accountability in the functioning of the PRIs. Deo has also emphasized the need of proper capacity building among the PRI members.
Participating at National Panchayati Raj Day celebration at New Delhi, Arunachal Pradesh Panchayati Raj Minister Tanga Byaling urged the union Ministry of Panchayati Raj to relax certain norms relating to release of fund to states like Arunachal Pradesh. He informed the gathering that while Arunachal Pradesh ranks 2nd lowest in the devolution of power in the country, the state Govt. has recently constituted an ‘Expert Committee’ to study and recommend modalities for devolution of power to the PRIs. He also highlighted the problems in implementation of the scheme in the remote border area of the Arunachal.

In another category of Award under Rashtriya Gaurav Gram Sabha Prize, Milo Yami, Chairperson of Lempia Akang, East (Ziro) received the award from the Union Minister of Panchayati Raj. Around 2000 PRI members and officials from different parts of the country participated in the national celebration at Vigyan Bhawan, New Delhi.
Among other dignitaries, Union Ministers Jairam Ramesh and Pawan Singh Ghatwar, former union minister Mani Shankar Iyer, and Panchayat Ministers from the states took part in the celebration.

Bosiram Siram said the state Govt has taken some concrete steps for a meaningful
devolution of power to the PRI bodies. It has approved three members expert Committee

will go into details of the modalities for devolving Function, Finance and Functionaries
for 29 subjects as per schedule-
While advocating that, hydropower if properly exploited will make the state one of the richest states in the country, he appealed all to create conducive atmosphere for setting up hydropower projects and other industries.
East Siang DC Talem Tapok said that the sole aim of Panchayat Raj is development and upliftment of the rural areas. The planning and execution of welfare schemes can be effectively implemented at the grass root level by them. There are many rural development schemes which have strict guidelines and norms so PRI members should be well versed in them for effective implementation.
Executive Director Future Generation Arunachal Nalong Mize suggested some rectification in the PRI set up of Arunachal Pradesh to make it more effective. He appealed to the govt to reconsider holding PR election on party lines to avoid division and disunity. He also suggested for more training and capacity building with more exposure tours.
EE (PHED) Oyuk Padung informed about the schemes which come under PRIs and said that
one of the main programmes is total sanitation wherein almost all the schools and
Angan Wadi Centres are covered. Regarding individual latrines, he informed that there
has been a lot of coverage but not up to the expected level. Hence, he appealed all

Participating in the celebration, Garima Gupta, Deputy Commissioner exhorted the Panchayat leaders to be aware of their own power and function in order to play a more responsive role towards the people for the development of their area. She also requested them to cooperate with the district administration in maintaining peace and harmony in the district which is the prime objective of the district administration. She called upon them to stand united and work together considering the sensitivity of the area bordering with Assam.

Sensitizing the responsible members about the rapidly increasing drug addiction of youths, he called for united efforts and to book the durg peddlers under stringent law.

CHANGLANG: The National Panchayat Day was celebrated at Changlang too. Parliamentary Secretary Trade & Commerce, Animal Husbandry Phosum Khimhun advised PR members to be more responsive to developmental activities. For implementation and monitoring of schemes, it needs close cooperation and coordination between the implementing agencies and PR members, he said.
Deputy Commissioner, Opak Gao, congratulated the PR members for their contributions in nation building while stating that participation is vital for rural area development. He asked the PR members to fulfil the criteria laid down for successful implementation of all programme to achieve desired target.

ITANAGAR, April 25: Every time when a major fire incident happen, people often lose their cool at fire tenders alleging them of slow reaction and late response. Sometimes angry people resort to violence including pelting stone and torching fire tenders, no matter how brave the fire fighters fight to control ravaging fire from engulfing many houses and its properties.
Such a incident was reportedly repeated during a major fire incident that broke out at Naharlagun near DC office on balmy Sunday where 15 houses were gutted down and 63 families rendered homeless.
A day after the Naharlagun inferno, this correspondent investigated to find the cause as to why the people were agitating. The root cause was the telephone service of fire service department which has been out of order in the last four days. The public could not reach the fire service, forcing them to call Itanagar police station informing about the accident. Subsequently the message was passed to Naharlagun police station and finally to fire service authorities.
The process of passing information took almost half an hour before finally reached fire service.
“Fire broke out around 2:30 pm but fire tender reached around 3:50 pm” alleged a victim.
When contacted, Naharlagun fire brigade service admitted the delay but they blame it on to BSNL saying that despite a complaint for early restoration, no action was initiated to mend the telephone lines.
Fire service Superintendent of Police Apang Tamut said that people instead of venting their anger should cooperate with fire brigades during accidents. He further said that technical snag happens in rare case but the department has been trying its best to give better service since its inception.
Helping each other during crisis would be wiser than blaming, SP added.
The department is supposed to remain alert 24x7, but if the communication lines are closed, there is no way, fire fighters can act on time.
In a state where people do not follow fire safety measures but solely depend on fire service department, drastic action need to be taken to strengthen the department and its infrastructure. The first step should be restoration of telephone lines.
Arunachal sky opens for aviation tourism

The First Northeast shuttle Commercial flight took off on April 25 at 11am from
Guwahati with Crew Capt P N Nepali & Capt Amit Makhija,with 8 other tourist on board.

The Tourus department in collaboration with the North East Shuttle, a chartered flight company had earlier explored the possibility of Aviation Tourism in the state. After month long assessment of the feasibility of all the landing grounds in Arunachal Pradesh, the airfield in Menchukha was found suitable for Aviation Tourism. Accordingly, the tourism department organized a probing flight to promote aviation tourism on April 22. The passengers comprising of the department officials and a team of national electronic and print media were onboard the Dornier 228. However, the flight could not land in Menchukha owing to inclement weather.
The initiative of the tourism department showed instant results today when the North East Shuttle with Dornier 228 Aircraft with the tourists onboard touched down the airfield in Menchukha.

Livestock awareness cum health camp

camp for livestock was conducted at Hanoko and Siiro villages of Ziro-
This was the third in the series of camps which was held under the supervision of DVO, Koloriang Dr. Hage Taley.
Earlier, the second day of the camp was conducted yesterday at Papii, Lempya and Laji Bogya villages of same circle with active participation of the livestock owners.
Around 80 ailing livestock were given general treatment and more than 90 animals were vaccinated to prevent the outbreak of diseases such as FMD, HS and BQ. 81 dogs were also immunized against rabies and more than 200 poultry birds were also vaccinated against Ranikhet disease.
The medicines were distributed to the livestock owners of the villages. The responses of the livestock owners were good and they insisted for carrying out such programme in near future also. The participants also appealed the organizing department to conduct awareness cum vaccination programme emphasizing on rabies.

Work allotment and tender formalities
Dear Editor,
Following the publication of a tender notice in a local daily inviting interested firms for construction of road from 6 km (Shiv Mandir) to Pappu River recently, I, being an interested contractor went to the office of the UD and Housing on April 23 for a tender paper. But I was shocked to know that the work against the same tender notice had already been completed.
I was informed that the work for the same tender has already been completed but due to some reasons (better known by a departmental officer), they had published the advertisement for the sake of Govt formalities.
If officers are hell bent in sucking blood of common people and determined to violate the Govt norms then what better we can expect from other sections of the society?
How did the department award the works without following Govt norms and formalities? It is one of the uncovered cases of illegal work allotment.
One wonders, how many illegal work allotment had been done by the department earlier. We request the higher authority to investigate the matter.

Power projects and public hearing
Dear Editor,
The violent protests against the 2700 MW Siang hydel project, that led to police
firing, have raised several questions over the Centre’s plans to commission a large
number of mega hydel projects in Arunachal Pradesh. The first major question is about
the “public hearing”, a process so far used to gauge public opinion in the area of
a major project. The environmental activists and the village groups at Siang challenged
the public hearings that were to take place in several parts of the districts in
the third week of April. They say the huge police posse deployed in the district
was meant to “terrorise” villagers into accepting the project as it is and the public
hearing, in their opinion, would have been a “stage-
Both sides have a few questions to answer — and their arguments are less than convincing.
If the entire population in the area was indeed against the project, they would freely
express themselves against the project in spite of heavy deployment of security forces.
So why not allow the public hearings? The administration also should understand that

Secondly, perhaps it is time for Delhi to change its strategy. Rather than go ahead with the all the mega hydel projects at one and the same time, it might be advisable to concentrate on finishing a project or two. If the population then sees the benefits of the projects and the adverse effects are managed well, the dissent and opposition to the other projects will dissipate, regardless of the passionate activism that has grown around them.
Thirdly, a way has to be found to make the local population be stakeholders — rather than imposed subjects. And last but not the least, the benefit from the project for the community, locality and province needs to be properly highlighted, so that it does not look like a corporate conspiracy to steal resources.

One such part has been the revamping of the education sector in Nyapin and Sangram, as Kurung Kumey stands as the lowest literacy rate district as per the latest census.

The people of Nyapin and especially the people of Langthlot village, the native from where Lt Tadar Taniang belonged do expresses their heartfelt gratitude and appreciation to the Chief Minister and Member of the Parliament Takam Sanjay and the local MLA Bamang Felix and former minister Tater Kipa who made it possible to lay foundation of the two colleges and give the honor of naming the government college after Lt Tadar Taniang for his notable contribution as leader of the state and a renowned social worker in his life time.

Being an Indian, I feel disappointed by the constant threat to the freedom of press and rising insecurity among the common masses in the land of Dawn lit Mountain. One wonders, why everyone seems frustrated, unhappy and daunted. Even luxuries of heaven are of no use if one is not independent. The most important thing is that one must be free from any threat in every walk of life so that he/she can enjoy life as desired.
The situation is undoubtedly very grave. It is not to conclude that all the politicians should be blamed for their inaction but hope lies in the Indian democratic set up where all the power lies in the hands of the voters. Thus an awakening among the general masses can only show the right place. We Indian have always believed in the better that awaits us, however, hopeless the present may seem.

The Indian Heart Watch study assessed the prevalence of different lifestyle and biological cardiovascular disease risk factors across the country and these risk factors are now at higher levels in India than in developed countries and regions.
